Create login accounts. Only admin can add users.

Create new user

Viewer: read-only access to Dashboard, Accounts, Reels, Performance. User: can add/edit. Admin: full access + User Management + Scraper Accounts. Sub until: last day of access for non-admin users (empty = no end date). Admins are not blocked by this date.
